U.S. House introduced H.R.5252: Advanced Telecommunications and Opportunities Reform Act. This bill prohibits redistribution of broadcast television and requires "compliant" viewing devices, which will affect the ability to use portions of broadcast televison for teaching purposes and distance education.

U.S. Senate Resolution 438 introduced, "Expressing the sense of Congress that institutions of higher education
should adopt policies and educational programs on their campuses to
help deter and eliminate illicit copyright infringement occurring on,
and encourage educational uses of, their computer systems and networks." Resolution is cosponsored by Utah's Senator Orrin Hatch.
